Who we are
The Arkansas Municipal Power Association (“AMPA”) is the representative organization for 15 municipally owned utilities in Arkansas providing electric service to the homes and businesses of over 435,000 Arkansans.
Each AMPA member is unique as the communities served by AMPA’s members are unique. All AMPA members share the common goals of protecting local authority and advancing local utility values of safety, reliability, affordability, responsibility, fairness, stewardship, and community support.

Our Board
AMPA is governed by a board of six directors who are elected for two year terms during even numbered years. Three directors are elected to the positions of President, Vice President, and Vice President-Finance, who comprise the Executive Committee.

Jake Rice, III is the President of the Arkansas Municipal Power Association. Jake was appointed General Manager of Jonesboro City Water & Light on July 1, 2014 and continues in that role today.

Bret Carroll is the Vice President of Finance for the Arkansas Municipal Power Association. He began working for Conway Corporation in 1998, and was named CEO in 2017.
Travis Matlock

City of Bentonville
Travis Matlock serves as a board member for the Arkansas Municipal Power Association. He has worked for the City of Bentonville as the Engineering Director and the Electric Utility Director for more than 15 years.
Todd Pedersen
General Manager
Benton Utilities
Todd Pedersen serves as a board member for the Arkansas Municipal Power Association. He has been the General Manager of Benton Utilities since February 27, 2023. Todd has over 20 years of municipal utility experience in Arkansas and previously served as the General Manager for West Memphis Utilities.

Hope Water & Light
Russell Cornelius serves as a board member for the Arkansas Municipal Power Association. He also serves as the Co-General Manager – Operations for Hope Water & Light.
Brett Bradford
General Manager
Paragould LWC
Brett Bradford serves as a board member for the Arkansas Municipal Power Association. Brett has worked for Paragould Light Water & Cable (PLWC) for over 37 years and was appointed General Manager on March 20th of 2023 after serving as the Chief of Operations
